  Although rarely considered in mainstream political science and foreign policy literatures,multilateral initiatives in education,as well as the use of education as a foreign policy tool by states, has a long history.Since 1945,most major multilateral institutions have included education in their agendas for action including World Bank,UNICEF,UNESCO,and the World Trade Organization.At the same time,domestic educational systems have developed with increasing amounts of interaction and influence from international organizations.Statesuse of education to support foreign policy objectives,in the areas of trade and diplomacy,has flourished.……
